Gentlemen
In reply to your memorandum of the 16th ultimo
I have the Honour to stute that Mr Lofthouse came here on the
19th ultimo, and I interviewed him with regard to bis
application for the position of Overseer for Drainage ork
How Kong this I notified to you at the time.
lir Lofthouse gave me as a reference, the name

of lir Bowden (Architect and Surveyor) Smethwick; which I
observe was the first of the 3 names noted on his letter of
application:- no testimonial, however, was appended from
Mr Bowden.
I asked, therefore, if he had any such to shew me ?
He said he would send me a copy of lir Bowden's testimony as
he had not his papers with him. I duly received the same; an
by arrange ent, I called on Mr Bowden, Sethick, on the 27th
February and that runtleman irformed me that Mr Lofthouse
had been in his service (Smethwick) some years ago; and
that he was now employed, near Hereford on work of a similar
kind to that which he (ir 1) did whilst at Smethwick.
I showed to Mr Bowder your "fora of agreement"
and he,

pressed his opinion that the applicart was quite com-
petent to carry out the duties which would be required of
hin, in Howp Kong.
